Local Land and Property Gazetteer (LLPG)

The Local Land and Property Gazetteer (LLPG) is a central database that provides the definitive identification of all land and property within Lichfield District and holds the information in a national standard called BS7666 which dictates exactly how the data is held. It contains accurate and up to date address details of all the properties within Lichfield District. The team creates the LLPGs using common data entry conventions, based upon the national standard BS7666:2006, and submit their LLPGs to the national hub named the NLPG. The creation and maintenance processes are well tested, combining local knowledge with central validation. The LLPG contains non addressable objects such as land, buildings in multiple occupation or within complexes and other structures, such as churches, telephone boxes, recycling points, telecommunications masts and electricity substations.

Departments within the council, such as planning, council tax, non domestic rates and electoral registration, use the data. The database is also linked to the National Land and Property Gazetteer (NLPG), a national address database for England and Wales that drives applications and services at a regional and national level.

What is the Local Land and Property Gazetteer?

The Geographical Information Management (GIM) Team maintains a Local Land and Property Gazetteer (LLPG), which is a central database that provides the definitive identification of all land and property within Lichfield District and holds the information in a national standard called BS7666, which dictates exactly how the data is held. This is the definitive source of address information within the council and forms part of the National Land and Property Gazetteer (NLPG). The GIM Team has spent many years developing a corporate database which includes information from all council departments on land and property.

The database enables address changes to be made once and shared across all other departments ensuring consistent use of the information.

The LLPG is much more than a simple list of addresses; it contains information regarding land, buildings in multiple occupation or within complexes and other structures, such as churches, telephone boxes, recycling points, telecommunications masts and electricity substations.

It also contains grid coordinates for each property so they can be shown spatially using a Geographical Information System (GIS) and some history regarding property changes.

The LLPG is a key development in providing online services to citizens and helps to improve customer services.

Benefits of the Local Land and Property Gazetteer

The LLPG will become the master address database for the entire council and will therefore eliminate the duplication of effort across the various departments and help to improve service delivery.

Each property is allocated a Unique Property Reference Number (UPRN) that can be used to link addresses across different databases within the council and will increasingly be used by outside organisations.

This will enable efficiencies to be realised, help to improve response times to public requests for property information and increase the council's capacity for joined up service delivery.

The NLPG enables all the data to be brought together in a consistent format that links national bodies, such as the police and fire and rescue services, and local authorities together to enable the rapid exchange of property information.

This sharing of information will make it easier to maintain up to date property information on both a local and national level.
